George Washington took his first oath of office in 1789, but the first electricity company was founded in 1816. So there is no way he could have authorized it...

Very nice attempt, Jordan. However, those tacts fact do not prove that the Government didn't have a clandestine energy production facility capable of monitoring American's more extensively than today's NSA.
Anyone else?
